Project coordinated by the Artists' Association Hiljaisuus ry and funded by the Lapland Regional Council, is the first region-wide survey of the potential and challenges of the region's cultural and artistic operators. The project is funded from The regional development funds (AKKE) ja takes place from February 2023 to February 2024.

-Gather data to support decision-making in the region

-Support and assist operators in identifying and articulating their own strengths and expertise.

-Provide a basis for building a regional cultural programme.

Project steps

The project is conducted via three steps

  • Survey for independent professionals and organisations:
    The survey can be answered quickly if you only answer the mandatory questions. This, too, has value for us, as we calculate the total number of art and culture professionals. By answering all the questions in the survey, you will help us get more in-depth information about art and culture operators in Lapland, which will support improving the visibility and operating conditions of the field in the region of Lapland.

  • Workshops : In addition to the survey, operator mapping will be carried out in five workshops, which will strengthen the operators' ability to articulate their own activities and their strengths. The workshops will also bring together challenges related to Lapland's arts and cultural activities and strengthen networking between operators. The workshops will be conducted by Kaltio Creative and Kokoamo, both from Rovaniemi. The workshops are in Finnish free of charge and require pre-registration. More info (in Finnish) here.

  • Analysing and disseminating the results

    The preliminary survey project provides a good basis for starting to build the actual regional cultural programme together with the arts and culture operators as well as Regional council. The project aims to ensure that art and culture are recognised and made a more active part of the development work in the Lapland region in the long term. The final report of the project is published (in Finnish) 15 March 2024 and will be visible on this site.

Silence organisation conducts a survey of art and culture operators in Lapland

The project survey collects information on freelancers and art communities (associations, cooperatives, and companies) who professionally create art and culture. The results of the survey will be communicated extensively to regional decision-makers, development organisations and municipalities.

In addition, art and culture operators reached through the survey will be invited to join the new network of independent art and culture operators in Lapland to be established during the project. The purpose of the network is to gather and strengthen the voice of freelance art and culture operators in decision-making and to activate the region’s own operators to collaborate.

The Regional Council of Lapland is arranging the preparation of Lapland's first cultural programme in the coming years. For a group of art and culture operators outside the institutions to be heard as part of the cultural programme process, we must strengthen cooperation and collect information on our diverse activities to support decision-making.

The project is carried out in close cooperation with a project led by the City of Rovaniemi, funded by the Ministry of Education and Culture, which promotes cultural activities in Lapland's municipalities.
